Box Turtles Not Hibernating

I have two Eastern Box Turtles in an outdoor pen. I live in NJ and its October with the temperature dropping. My turtles are not burrowing to hibernate dispute the colder temperatures. Is this normal for this time of year? There is plenty of loose soil as well as grass clippings and leaves to dig into.
