Need some help Garter people...

Ok this female has got me puzzled...
This odd Eastern Garter had been doing good up to a few months ago when she went into the blue to shed and has never been the same since.
She’s still feeding but looks very rough.
She almost acts like she cannot see when feeding.
Her diet consist of rat pups, salmon and trout.
I’ve tried soaking her overnight, putting sphagnum moss in her tub and wetting it down all with no improvements.
I’ve contacted the local vets around my area but none will take a look at her.

Have you had this issue? What do I need to do? I’m scared of loosing her.
