Where is the pic taken? There is many species of colubrid snakes from 6 continents that can flatten their necks like that, so location would help out a lot.

But a wild guess is Malpolon sp.

This photo was taken in The Bahamas, which is scary because the is no poisonous snake indigenous to The Bahamas (that i know of)
