UTH issue would like advice

I just set up a new cage and am having an issue that I wanted to ask advice about. It has an 8 watt UTH that if run withour a Rehistat/Dimmer or thermostat heats the hot spot to 100 degrees. That was too hot. So, I purchased a Lutron 300 watt Dimmer to adjust the temperature. The issue is now even at full power the hot spot is only 70 degrees. I am really not sure the best way to solve this issue. But, money is a concern. Any advice would be appreciated.

Maybe think about returning the dimmer and getting a Hydrofarm heat controller. Mine has been running great, lets you adjust far better than a dimmer and they're only about $35 or so.
