Owning a black rat snake in ohio

I'm curious and a bit confused about the regulations regarding keeping a black rat snake in the state of ohio.
I know that according to the DNR, once a black rat snake is over a specific size, it must be pit tagged and a permit must be obtained.
I have never seen a "normal" black rat for sale in ohio but have seen different color morphs of black rat snakes for sale in pet shops in ohio, and the pet shop employees/owners knew nothing about any legal requirements for owning any of the animals they sell. Is this just typical pet store ignorance? or do the regulations not apply to the other morphs?

I would suggest searching reptile laws OH. Laws can differ alot state to state. Ohio has got some pretty strict ones.
