red-eared slider pond in winter storm

i have a strange question. I am in the middle of building a 160 gallon backyard pond for my turtles. A neighbor pointed out that since I live on Boston Harbor, about every 25 years the ground floods. This usually happens in winter(think blizzard of "78). The problems is that the pond will be frozen over at that time. I usually would get plenty of notice about a pending storm, so what to do??

Just keep an eye on them, fish them out if you have to, or put a mesh fence around the pond.
