Fish has lost some scales

One of our four goldfish has lost a significant amount of scales. I've not seen it scratch against anything. The only other thing we have noticed is that the fish are chasing each other a great deal.

Some of the stuff I've read seem to indicate a disease while others mention breeding. I'm not sure what to do?
