Pond heater surface or submerged

I have a pond of 1448 gallons of water with 18" deep. The weather in Wisconsin and Minneasota can get below 20 degrees. Do I need a submerged pond heater or a pond de-icer which floats? Any suggestionon the type and brand is much appreciated.

I would recommend a de-icer, but i have also read that an airstone may be beneficial in helping the deicer remain effective.
