Building my first pond

Hi there,
I've been asked to build a natural pond for a watershed labratory program we're starting at the science center I work for. My budget for this is huge, so I can go crazy, but I just don't know where to start. I've found the basic 'pond ecology' websites, but I'd like some opinions from experienced ponders. Where's a good place to start? How do I balance the ecosystem of my pond? How long will it take to get the pond stabilized? Do I need a uv light source if I'm building my pond indoors? Thanks for any suggestions and starter tips you can give me.

You are responsible for a pond at a watershed center with a huge budget yet you have no experience? No offense, but isn't there anyone there who is close to a watershed scientist who would know more than us people from a forum?
