New Cockatiel help

I just got him today...he's been banded and I have no clue what the purpose of the band in...no clue how old he is either...my boyfriend has taught him to whistle the Andy Griffith tune today though...lol...he was sold to our local pet store from a breeder...he may have been one of the breeder males...I am just wondering if he is an older bird can I still tame him and teach him to talk...he mimics whistles very well...I can't decide on a name for him though...I want something that would be easy for him to repeat easily...some suggestions on that would be great...and is there something on the band that might tell me his age?

He doesn't look very old. But the last 2 numbers is usually the year they were born. like 08 would mean he was born in 2008 what im told

ther is a 97 on his...but there are other numbers too

it would be the last 2 numbers on the band. like 01, or 02 if he is a baby its probably 08 or 07. I got a cockateil that was rescued and hers is 01 there are letters and other numbers also
