I just noticed that my parakeet has a growth(?) above his beak where his nostils are. It doesn't seem to bother him. Does anyone have any idea what it could be? It looks like a callous.

I am not sure exactly what you are meaning? Can you provide a picture? All budgies of course have ceres where their nostils are. They can at times get tumors close to this area. They can also get scaly face/feet mites that can cause their cere to swell and have a bumpy or holey appearance. If you could provide a picture we might get an idea of what you are meaning. With either of the above conditions a vet would need to be consulted.
