Please respond! Horses face filled with fluid

My horse is up to date on all immunizations,worming,teeth,etc.

His face is filled with fluid to the point that his bridle no longer fits! He has also lost alot of weight,and sometimes his sheath and abdomen swell.(edema)He's also not absorbing protien. He has been seen by several vets and the university vet center.They think he may have colitis. Unfortunantley,none of the treatments(changing his diet) have helped. I am only hoping that someone in the horse community has had experience with this problem.Please if you have any information let me know. Thank you very muc. I just want him to get better.

What about kidney problems? Have the vets ruled those out?
