Fat pony won't lose any weight

I have a problem, I have a 11 year old, 14.2H, QH/welsh pony, named Metro, he has very stocky build, but for the last year or so his weight has just been out of control. He wears a grazing muzzle when in the field, only get a handful of sweet feed for AM and PM feedings, and when he stays in only about a half of a flake of hay. Metro is a show pony who does the 2'6''-2'9'' pony hunters, and he honestly looks like a brood mare that is carrying twins. Even with the muzzle, he hasn't lost any weight. In my 15 years of riding I have never owned one that we could never get to loose any weight!! Are there any products that I can put him on to help him loose weight, because I am severely worried about founder.

This is one thing I don't enjoy doing, but if you have a grassless paddock or a large stall (so he can keep his legs stretched), try keeping him in there with no pasture turn out and feed him a normal amount of feed. Up his exercise so he is ridden every day for at least 30 minutes. No treats!
If that doesn't work.... turn to your vet. He could have some kind of internal problem.
