Help with a roping horse

Im training my young horse to be a roping horse. I've roped for along time, but ive never trained a horse to learn how to rope. Hes got his positioning down and EVERYthing, the only thing he is struggling with is pulling the steer. Any advice to help him learn that he has to pull it? He's big enough and everything he just needs to learn. Please help!
