I have some questions.

1.) I have an adult in a large tank, that is probably too large. I have to move to where no pets are allowed. So I need to know what is a small but comfortable size for this guy? I'm afraid of making him neurotic by picking too small dimensions.

2.) He has a "favorite place" to hang out. He's put a fine webbing on the ground there. Anybody know what the function of that is?

There are many theories as to what the function of that webbing is. A place to feed, a place to sense vibrations if anything approaches, a pre-molt or pre-mate spot, the list goes on. But as far as putting your T into a smaller enclosure it's no big deal really. I keep mine in small critter keepers w/ some cocoa fiber and a water dish. The closet is a good place to keep Ts if you do not want them seen. So long as the temperature is decent in the closet, say 70-75 F.
