advice needed in aquarium cleaning

I have a 46 gallon that houses 3 adult female ACFs. I have a problem with the tank constantly turning green. I have tried different ways of solving this but it is not resolving. I have a plecostamous that keeps the glass very clean, but the water is gross.
Does anyone have any advice or methods they use to keep their aquariums clean?
