baby spotted with white legs

Can someone help me? My one year old spotted's back legs are splotched with white marks that won't go away. It appears to be a filmy substance that coulf peel right off, but in fact, it won't come off. Any ideas out there?

If it is spots, it could be a fungus, or bacterial skin infection. If it is a "film" as you say, then it could be just shedding its skin. They do this as they grow and it kind of looks like when skin peels after a really bad sunburn. If you send pics, someone should be able to identify it. Good Luck!
