As for the "hiccuping", it seems to be a tortoise thing. You should take him to the vet to make sure that he does not have a RI. (Respitory infection.) Other simptoms can include, runny nose/eyes, bubble blowing from nostrils, lethargy, not willing to eat, etc.

Otherwise, my leopard tortoise and baby redfoot, both do the head bobbing thing when they are watching things. The vet thought my leopard had pneumonia so put her on a regiman of Baytril, but nothing changed, then I found out it seems pretty common. As long as there are no other symptoms, especially gaping, I think yours would be fine.
