Are you positive its a male? and if it is a male there may several reasons why it doesn't make mating calls, I take it thats the sound your looking for. The Tokay is too young, the Tokay is WC and not adjusted to captivity, Tokay is new to a home and hasn't settled in, Tokay is stressed from surrroundings(home to small, conditions not correct), or it may just be shy. I really could'nt tell you why it's not vocal but those are a few things that come to mind.
I have quite a few Tokays, male and female and actually hearing calls is rare not a common thing. Putting a female in the tank with him may not always get them vocal but a female in a nearby tank he can sense will prob get his attention. The most noise i actually hear from all my Tokays is them crawling across the screen tops. A mating call is a very cool thing to hear though, it's very lould and will startle you if close by, at first you wonder what the heck was that.

Tokays like most reptiles have a natural diet and I don't think other geckos and lizards are a part of it. Its very possible some aggressive or very hungry ones would attack and kill or maybe even eat one though but I myself have not found this to be common.
