Reptiles aquire a large amount of stress from moving, being in a new environment, etc. etc. etc. It could take weeks for the little guy to come out of it.

Just leave him alone until he starts eating on a regular basis. Don't touch him, don't mess with his enclosure, just put food and water in (if you give them water), and take it out at night. Try to make his environment (and the surrounding environment) stress-free.

How large is the tortoise? If it's only a couple of monthes old, it should only be about 2" straight carapace length, if that.
