Harley, I wouldn't imagine that your frog is hibernating, he probably got too dry and buried beneath the substrate in an attempt to conserve moisture. Tropical frogs, like the pac mans are, don't generally hibernate. He probably hasn't eaten because he's been buried and has not wanted to come up. I would take him out, soak him in some lukewarm water for a half an hour, and heavily mist his cage. Then put him back into it and wait a day or so before offering food to him again. Hopefully this will help, I know there are others who will want to offer opinions so if it doesn't, keep checking back.
