ast still basks too much!!!!!

i have taken care of all of the problems that the last person had with their ast always basking the filter definately dosent make the water too turbulent and the ph is acceptable its around six and i have plenty of things for him to hold onto also there is a common alligator snapper and a pig tailed alligator snapper in with the hypomelanastic the temperature is correct its at eighty to eighty two at all times and they are all feeding regularly and the ast in question doesnt have a respiratory infection that i know of he can swim and he can hang out on the bottom of the tank regularly so yeah i don't know whats the matter any input on this subject would be greatly appreciated.... thanks in advance.
