Snakes: Garter snakes, ribbon snakes, water snakes, green snakes (very hard to keep though) all eat insects and/or fish, garters and ribbons remain thin and probably only get 2-3 feet, water snakes length depends on what type...green snakes maybe 2 feet but again, hard to keep. However.... I would recommend a kingsnake that eats mammals because they feed/crap less often. Frozen/thawed mammals makes feeding easy.

If you're totally against feeding mammals entirely, you have a 35 gallon and are looking for a hardy insectivore who's body gets no longer than a foot and is easy to handle, you practically described a beaded dragon. Beardies are insectivores/herbivores, they gladly take veggies and hibiscus flowers, they have quite the personality (I've heard them referred to as "scaly dogs" and are a helluva hardy critter. Get a baby at a local reptile show direct from the breeder and you can't go wrong; they're quite common in the pet trade and TONS of info/help is available on them. Let me know how you do!

I have collareds, but they're tough to catch when they get running and like to jump, so for that, not quite as handleable as the beardies.
So anyway, if you really want a lizard, get a beardie (IMHO).
