Water's usually the most difficult aspect to keep clean, particularly for outdoor animals. Just try putting your dog's waterbowl outside. Some animals like to defecate in their wate as well.

Problem is, this person needs a wallowing pool for its turtle. Maybe get it a water bottle too. But to tell you the truth, I've seen worse, and as long as it's being taken care of, I don't think this is the only issue.

Nonetheless, it's probably unwarranted and someone should talk to this petkeeper.
