Alligator Snapper with cloudy eyes

I just moved my 6 year old Alligator Snapper outside into a pond we made for him on the deck. The water is usually clean and he's provided with lots of shade and places to hide. This week I noticed his eyes were very cloudy. I bought "Turtle Eye Drops" and have been apply them for two days now. No improvement has been noticed.

Could this be a sign of an illness, like a bacterial infection? Or is it just a problem those "Turtle Eye Drops" can clear up? What do you suggest I do?
