as you said, you could get it set up with a variety of poison dart frogs and fill the up and down space with cool plants or there are lots of other places you could go with a tank that size. You probably wouldn't need anything that large for this but one of my personal favorites is the Vietnamese Mossy Frog. They aren't too hard to take care of, are one of the coolest looking frogs in my mind, and if they are healthy then they should breed and lay eggs from time to time. They would require a mixture of water and land and how you set it up can vary greatly depending on what you want it to look like -- while not a requriement, you could certainly find ways to fill a tank that size for this species. There was a great article in REPTILES magazine about setup, care, and breeding recently.
