i have a bearded dragon that ate an inch of her own tail. i'm not positive, but i beleive it was because she wasn't getting enough protein in her diet.(when i bought her, she had only been fed crickets, so I was trying to switch her over to greens.)
point is, maybe your turtle isn't getting enough protein in its diet.
