Animal hoarding is when people keep taking in animals, but they are unable to take care of them properly...

So... when someone's collection get too big for them and they are not willing to downsize, it can be called hoarding.

Now, the reason why you don't see hoarding with reptiles because they are relatively low-maintenance in comparison to say a dog or cat.
