Lethargic Greek Tortoise

So I have had this Golden Greek Tortoise that my neighbor breeds since he was a year old and I have had it for two years so he is three. It is a male and recently he seems to have gone lethargic he won't eat just seems to sleep. I know the basking spot in the tank is in the 90's and the rest of his cage temperature should be in the high 70's. He is fed dandelions all summer long from my yard no pesticides and such and in the winter for the past two years he has eaten romain lettuce or like salad blends from the grocery store with carrots or tomatoes and he has been fine. I was just wondering if maybe the room did get a little bit colder this year would he be that lethargic? If someone has any idea please reply I'm kinda freaking out this is one of my favorite pets.
