Dry leaves in wood turtle tank-

Hi-
I am expecting a central american wood turte in the mail on thursday and I have read that dry leaves are a good part of their environment- but as I think about it i realize this could be a fire hazard- I have piled the substarte up 8 inches- should i take it down or just use moss? thanks,
