These sizes are the appropriate sized (I think a female should be a bit larger though) to consider breeding crested geckos.
This is important as a guideline as the female needs to have some size to maintain her weight during the egg laying process.

However, cresteds can breed much smaller than this. The size of the two crested you mention is about the size they start showing signs of being a male and a female.... and, they know what they are way before the signs start showing.
So, were they breeding? I don't think they actually went through the act but it is apparent that one of them was chasing the other.
You mention that you crested is a female but at that size, can you tell for sure? What you might have experienced is one male gecko showing dominance over another male gecko. Or, as you pointed out, you might have just watched one 'frisky' male making a pass at a young female that that was saying 'get lost!'.
