Definately not a good idea. The most obvious factor in the equation leaning in favor of sudden death is the fact that tree frogs are quite prone to environmental stress, and that type of an enclosure won't allow for many of the frogs natural tendencies to emerge as they will. It is usually concidered important to have a moist springy substrate for the frogs to fall on. The temperature difference between the water and the ambience could shock the frogs when they fall into the water, which could be a problem if it was recurrent.
The other animals will be of constant annoyance to the frogs, frogs will dive into the water after the movement of fish, head first and that can really shock the system and put the frog in a constant state of low level heart stress. These animals brains are really not significant enough to work out problems. Problems, like the environment not being just right, can kill them.
Better to find another variety of better suited cagemate.
