my reply may be a bit late for you. When I'm in new places I usually take out a topographic map that shows wetlands or ponds and look for places where there is forest on one side of a road and breeding habitat on the other. On rainy nights you'll get spotted salamanders crossing the roads in those locations and it's pretty easy to find them breeding from there. I don't know what NC trespassing laws are but in VT you can enter land as long is it is not posted. You should always try to speak with a landowner though because it often gets people nervous if they see you doing strange things on or near their land/house. Public land is always a good bet. In terms of specific location's I'm afraid I can't help you since I've only passed through that state a couple times and I think I was 11 years old or something...
