Hmm, never had that problem, my red foot eats like a pig. What veggies have you tried feeding it so far? What are your temps? Have you got good humidity and a UV bulb? They don't need watermelon as a main part of their diet, dark leafy greens are better. Google red footed tortoise diet or something like that and you can find some good diet lists.
