The only way to keep the frogs from breeding in the pool liner is to keep it from gathering water. Otherwise, there's just not much you can do.

I know it hurts to see all those pitiful deformed froglets, but you have to put it in perspective. This is not going to hurt the overall treefrog population; the deformed ones will die and the healthy ones survive (wild frogs have massive juvenile mortality rates in any case). If you want to boost that population, you could provide a more suitable breeding area, such as a rubbermaid tub full of water, maybe with a few plants in it.
