Nica Slider - I think I am killing him

I live in a very hot and humid part of Costa Rica. About 1 month ago, while in town shopping, I was offered a small turtle for 1 dollar. I, of course took him as I couldn't bear to see this little guy in a paper cup struggling. I brought him home and had him in a tiny little plastic container. He was very active. last week I researched habitat and put him in a much larger container 12 x 24 with about 6 inches of water. Not sure how to measure turtles but his shell is about 2 inches long. he has lots of flat rocks and a big fresh leaf that I change every day. I keep him outside as our temperature never usually drops below 75 at night. He is in a place where he gets some sun and some shade. I don't have a filter for him so I change his water every other day. I feed him only turtle pellets. I have never, ever seen him eat but seems that he does. I researched and I think he is a nicaraguan slider. there is a photo titled Cooter posted by draybar and that is exactly my turtle.

As of the last few days and in the evening, I have noticed that he is extremely lethargic. A few time i have put him back in his old conatiner with warm water and that has brought him around. Not tonight though. He is just laying there not moving much at all.

Can you offer me suggestions on how I get this little guy rallied? We dont have a vet we can run to and I can't put special lighting out for him. I need organic, home grown suggestions. I didn't expect to be mother to a turtle but here I am and really don't want to lose him now.
