Blue tongue skinks don't hatch, they are born. BTS are live bearers

the website listed in the other response is a good place to start.

A baby blue tongue skink does well in a small tank, about a 20 or 35 gal long to start. A few layers of paper towel is best for substrate, plus a few low hides (cork bark is fine, or long small 'paint trays' you can get at a dollar store (I paid 2 for a dollar), Just cut an opening in one side with scissors or snips.

Basking spot should be about 100F and though there is much debate on the necessity, it doesn't hurt to have a UVB tube as well. (a 5.0 is good, though get the long straight tubes, not the coiled compact one).

Food is a mix of insects and greens, similar to young bearded dragons (crickets, superworms, silkworms, horn worms, healthy greens such as dandelion greens, collard greens etc.) Greens and vegetables should be chopped very finely or just chopped with a food processor.

As Adults, Northern Blue Tongues need a cage at least 4'x2' of floor space.
