The red looks like coloration - but that scab looks like it could be something kinda nasty....i would have it looked at by a vet It may be an old scab that will come off with a shed too...i would maybe give it some time, if it seems to get worse at all - get it checked, if it stays the same then i would wait and see if it clears after a shed.

Also, you mentioned you have a UV light - you also hasve a basking light with a nice hot basking spot too, right?
