do you use a compact florecent bulb for UVB sorce? also do you clean the water often? it does sound like some sort of infection. also do NOT use triple antibiotic on these. the petrolium in the ointment makes it hard for wounds to heal or such. if you MUST you should treat it with anti-bacterial soap (unsented and foamingg is BEST) and only with a Qtip. but with out pictures of whats going on i dont really want to tell you much else then that. soaking in a large tub of water that is warm to touch (not hot but not cool) MAY help too. but what you really need is some blood work done....

have you taken anything from outside and brang it into the frills enclosure? wood or rocks?
