It could be an infection, or it could be some sort of tumor. I would try some antibiotics available from tropical fish stores and see if it helps. Put the antibiotics in the water that the frog stays and follow the dosage recommened for fish. If it is an infection, it would probably clear up after treatment with antibiotics. If it is tumor or other sorts of infection, like a viral infection, then it may be hopeless for the frog. In any case, quarantine the animal so it won't spread to any other.
