its not really known for sure if blue tongue skinks require exposure to UVB rays like bearded dragons do. However it wont' hurt them if they are exposed to normal levels of UVB. The bulb you are considering is fine, or even the 5.0 or 8.0 will be fine. SKinks don't need the height of cage bearded dragons need, so a cage that is 16-18" high is fine. Just make sure they can't climb anything high enough to get into contact with lights. (if housed inside the cage)
