Why is Herbie so small?

Hi, new to the forum. I have an 8 year old sulcata I have owned since he was weeks old. He is happy, healthy, eats good(timothy hay, dandelion, prickly pear cactus, romaine etc), never been sick.
He lives in a rubbermaid agricultural tub in the winter with heat and proper lighting with a substrate of organic soil mixed with a big pile of timothy hay. He spends about 6 to 7 months a year outdoors in a 4x8 enclosure with a nice shelter.

He's just growing real slow. I'm at work so I'm kinda guessing, but 8 to 9 inches and less than 5 pounds. He has almost doubled in size in the last 18 months.

Picture of him in his house chomping on some prickly pear was about a year ago. He has grown a lot since then. Anyone else have one this small for 8 years old?
