Staying at the bottom to the tank?

My baby red eared slider just recently stopped eating, about Sunday night i guess, we had gone away for the weekend Saturday was the only full day we left him without a feeding, although he does have plants that he had been nibbling on so he was not completely without food. then today i notice he is staying at the bottom of the tank a lot, only coming up for a few seconds of air then floats right back to the bottom, does this sound familiar to anyone?

He had a basking spot that stays around 88-92 deg. and his water stays at about 75, hes only about 1.5inches long and is in a 30gallon tank. We had been feeding mostly Reptomin pellets for baby turtles, i know we need to add more to his diet.
In the tank we have a Tetra Whisper filter with a biobag, and have had it running about 3 weeks without cleaning it, but have cleaned the tank.
I think i have everything covered, if anyone need anything else to be able to maybe help please let me know.
