Forget Neosporin near the eyes it can burn and it can block the nostrils of the nose.
Soak in Pedilite and make sure the nose opening don't go under the liquid if the turtle can't lift it head.
Make sure the turtle stays warm but not hot. Moist warmth is best around 80% humidity. Dry heat will dehydrate a little turtle fast.
If you have a moist terrarium just cut a piece of towel (4 x 4 inches) and put it over the substrate. lay the turtle head up alittle higher than the tail.
