I use stock tanks outdoors. I recommend plastic over metal. Rubbermaid makes some. Or you can use a 6 ft. plastic kiddie pool. Good idea to have a circulating pump and filter. Go to Pond dealers for products. Home Depot and Loews both sell all the stuff for outdoor ponds. You will need some fish to control mosquitoes. You will need filtration for the fish.
It can be as simple and inexpensive or as complicated and expensive as you can imagine.
I don't recommend keeping a turtle like that in the house, but if you do, try looking at a restaurant supply store for an opaque "Polycarbonate" food container. They are expensive. but very strong and practically clear for good underwater visibility.
