1-Remember that the permit is for the sale, not for the snake. So have a purchase of a specific pair, group or individual from a person with a snake for sale that you are going to make the transaction for.
2-Be prepared to wait. As was said, I don't know anyone denied the permit. I've had to wait as long as 6 months (and just gave up... not denied but outlasted) and had to wait as little as 3 weeks.
>>I didn't have any questions about the application process itself or about my qualifications. I just wanted to know WHO to send my application to. I've found that if you know who to send it to exactly, there is less of a chance that it'll get shuffled around and lost. I don't want to wait around for months only to find out that my application was lost. I don't know if that's ever happened, but I like to prevent something of the sort. Overly cautious? IDK.
