Snake in SC

I would like to know what kind of snake this is. I took my dog out to her bathroom area and I saw this. I kept the dog away. I would like to know if it is poisonous in case I see it again.

It is black with yellowish almost bands. It is 2- 2.5 feet long and moved very slow although it was very hot today, mid-90's. I thought snakes moved faster in the heat. I was two feet away from it before I saw it but it didn't seem to mind. The area is in South Carolina, has trees and is about 20 feet from a pond.
