Not sure how long the wet napkin would hold out LOL!! Use a coconut fiber or cypress mulch bedding and keep a portion of the bedding in the cage misted. You can even mist the torts a couple of times a day. You may have to mist lightly at first to gauge how long it takes for the bedding and torts to dry out. Not too wet and everything should dry out within a day to prevent mildew/odor buildup IMO. Also, make sure they have a low water pan so they can easily climb into and soak if needed. Depending on what you are housing them in, you can also cover up some of the vent holes/screen, or part of the aquarium top with plastic wrap to help keep humidity in.
