1) If you mean a tortoise that can roam freely in the house, then no. They'll drop feces and urine everywhere, crawl under and behind furnishings and not come out, try to chew on things that look like food, etc.

2) The smallest tortoise you can reasonably get (Russians, Hermanns, etc.) will require a minimum set-up of at least 8 sq ft. Do you have room for a 4ft X 2ft enclosure in your apartment?

3) Even with an enclosure, there can still be problems with odor. Little herbivorous tortoises eat like little cows and poop like little cows. It's not as bad as dog or cat poop, but it still smells. And odors in a small area can be difficult to cope with.
