Another FEDEX question

I'm about thru the process of getting certification to ship Via FEDEX, my question is how do folks get around their policy of only shipping business to business? Is this an unspoken rule that they'll ship to residential dwellings? I know i've received critters via fedex at my house - so I know they'll ship there.

I appreciate any responses ahead of time.
